It should be in this size type, called Heading 3 or H3.

Or if that’s to large, then use H4.

Or if that is too low a priority, use H2, which is for the most serious of BTDT announcements.

Heading 2 (also called H2) looks like this.

Both look better than all caps.

2. It is in all caps.

Presumably done to make a title that carries more important than others. Use H designation instead.
